Launch of SeMPRO - Sexual Misconduct Prevention and Response Office


In July, Defence launched SeMPRO, one of the recommendations of the Sex Discrimination Commissioner’s report into the treatment of women in the ADF.

SeMPRO - the Sexual Misconduct Prevention & Response Office - provides trauma-informed victim-focused care to women, men, partners, managers, sub-ordinates, or mates. Anyone can be impacted by sexual misconduct, and it is not only the victim of misconduct that may suffer trauma.

A new restricted reporting system allows members to disclose abuse directly to SeMPRO and access support without involving chain of command or line management, the Australian Defence Force Investigative Service, state or territory police.

A report released by the New South Wales Attorney General's Department in 2006, revealed that approximately 74% of LGBTI abuse victims don't report abuse or seek help. One in 25 LGBTI people are targeted for sexual assault because of their sexual orientation or gender identity. The rate for transgender people is much higher - with one in 10 experiencing sexual assault.

A number of factors may influence this under reporting within the LGBTI victims of sexual assault. This can include fear of a homophobic or an indifferent response; drawing negative attention to LGBTI people; not recognising an incident as sexual assault; fear of being outed / labelled / or labelled as being homophobic; and a lack of access to LGBTI support and resources.
